September Vanity Fair cover girl Kate Moss, on the list for the fourth time, also has been elevated to the International Best-Dressed Hall of Fame. V.F.’s fashion and style director, Michael Roberts, says Kate “had to be on the cover of the Style Issue, because she is the most followed style icon of our time. She looks ravishing whether she’s going to the grocery store or walking the red carpet.”
